Is derrick the awakened or high king gard is summonable via elite runes?

Ah! I forgot the Elite runes. Though it is a personal choice to hope for a specific art at power level 99 rather than save the Elite runes for Phasmer's Takeover where all the heroes are new.

The Phasmer this October and the 12.5 season do not overlap. To reach the top 25.,I am trying to summon a commander via elite rune 10x. So it is a big surprise ,even better than a mythic commander.
He was the first 4* legendary in the whole game.
